The Savannah Business Opportunity (SBO) Program is designed to enhance the participation of local small businesses in City procurement, fostering economic growth and enabling small firms to compete as prime contractors. Eligible businesses that meet specific revenue and employee thresholds may become certified as Savannah Business Enterprises (SBEs), gaining access to exclusive contracting opportunities. The City also promotes subcontracting opportunities by setting annual participation goals for Disadvantaged Business Enterprises (DBEs) certified at the state and federal levels.
